Roger M. Poor, MBA
Chief Financial Officer


Mr. Roger Poor joined PROTEUS in 2007 as Chief Financial Officer (CFO).  His responsibilities include leadership and financial accounting, reporting, budgeting and forecasting; liaison with the company’s bankers and external tax and financial advisers; contract review, and oversight and compliance with government contracting regulations.  Additionally, he oversees administration of human resources, payroll and employee benefits programs; and, together with other members of PROTEUS’ executive team, corporate strategic planning and the maintenance of corporate policies and procedures.

Poor has over 25 years of experience as a financial analyst, contracts expert and strategic planning consultant.  Twelve of those years have been in federal government contracting, covering both large and small entrepreneurial companies.
Prior to joining PROTEUS, he served as CFO of two other firms, one of which was SBA 8(a)-certified, and has also performed complex financial audits of major government contracts in a Big 4 Information Technology contracting environment. In addition to his experience in federal contract accounting and administration, Poor worked for many years as a management consultant and practice manager with firms including Ernst & Young. This background gives him first hand insight into the challenges and support needs of program managers and client service personnel.

Poor holds an M.B.A. in Finance from the Wharton School of the University of Pennsylvania, and B.A. from Princeton University.  Following his graduation from Princeton University, Poor lived abroad for several years, working in the computer industry. He returned to the United States for his graduate degree. He continued to travel widely after earning his M.B.A., including several years as Director of Management Consulting in Arthur Young & Company’s full-service Singapore office. In this position Poor also served as a resource for the firm’s other offices in the Southeast Asian region, supporting programs in Malaysia, Indonesia, the Philippines and Sri Lanka. In his leisure time he and his wife enjoy travel, walks with their dog, cooking, reading and the occasional game of tennis.
